No to the government with the bankers of the “Unione”

MOTION BY PROGETTO COMUNISTA BEFORE THE POLITICAL COMMITTEE OF RIFONDAZIONE COMUNISTA

As each day passes, the political events show that the union of the left with the liberal center of the majority of the DS (Democracy of Left) and the Margherita (Prodi, Rutelli) not only denies from the root any possibility of a real alternative, but always subordinates the working class and the movements to the interests of big capital, in favor of the Italian bourgeoisie and of the same reactionary demagogy of Berlusconi and the right. There arises, as a result, the need and the urgency for the Partito della Rifondazione Comunista (PRC) and all the expressions of the labor movement and the movements of struggle to break with the Center of the "Unione".

The Antoveneta, BNL and Unipol cases are the expression of capitalism: not of the immorality of a fistful of newly arrived real-estate and financial agents, but of the laws of the jungle proper to the bourgeois society and the capitalist crisis, with a privileged minority composed by social parasites fighting against each other without saving blows for monopolizing the country’s wealth and the vital organs of the economy, against the interests of the workers and the most of the society, even taking as hostages their jobs, their bank accounts, their small savings. At the same time, once again the financial scandals are the reflection of the liberal center of the “Unione” and its capitalist links. En an internal struggle for the conquest of hegemony in the Italian capitalism and in the construction of its key political representation, D’Alema, Fassino and the majority of the DS have used as a lever a sector of the emerging capitalism —from the Colanninos to the Consortes- in order to improve their own political value in the compromise with the Margherita in what concerns the representation of the ruling classes (...) The Margherita, in turn, has exploited this contradiction of the DS to postulate itself as the leadership of the future democratic party in its role of direct spokesman of the Confindustria and a sector of the big banks (..)

The program of the “Unione”: a program of the Confindustria

The program of the “Unione” unavoidably reflects this reality. As it was to be expected, the draft of the presented program, be it the initial version or the definitive, denies in the most brutal way all the illusions created for years regarding the possibility of “pushing to the left” the liberal spokesmen of Italian capitalism

In the field of the foreign policy, the program of the “Unione” has a clear “pro-Atlantic” orientation; defends the cooperation between the European Union and the United States, in the framework of the European defense, the continuity of the military missions in the Balkans and Afghanistan, and a “solution” for Iraq that is a cheat. There where it says “immediate proposal of a calendar of withdrawal to be consulted with the Iraqi authority", it means: negative to the immediate withdrawal of the troops.

In the field of the economic-social policy, the program travel across a line of re-launching the competitiveness of Italian capitalism. Therefore, (...) it is the achievement of those "unpopular reforms” dictated by the great industry and the great banks, that had already announced Romano Prodi at the moment of his plebiscitary investiture in the primary elections.

Break with the Center of the “Unione”, recover the autonomy of the workers

The bank scandals, the engagements of the DS, the program of the “Unione” itself show, once again, the untenable character of the current position of the PRC and its project of government. And show once again, and in a more general way, that none of the social and political foundations of the movements of struggle of these years —of the working class, the no-global movement, the movement for the withdrawal of the troops- can encounter not even its most pale reflection in the program of bourgeois liberalism (...). From any point of view, future as well as immediate, the subordination of the left to the liberal is in exclusive benefit of the enemies of the workers and the movements.

The same contract of the metallurgical workers and the automotive industry represents, in its contents, the organic return to the compromise implied by the project of the "Unione". The deception of the wages recovery with the extension of six months of the period in which the contract is valid; the serious concessions to the bosses in what regards flexibility (increase in the length of the learning time, extension of the **plurisemanal** schedule in connection with the negotiation of the “precarity” ), represent a return of the leadership of the Fiom to the policies of compromise subordinated to the Epifani line (Epifani is the General Secretary of the CGIL), within the framework of the compatibility of the centerleft and the bosses. For this reason the consense agreed between the ruling group of the “Area 28th of April” of the CGIL and the ruling group of the PRC with the contents of the labor contract.

The PRC must immediately abandon this cul-de-sac in which has been left by the current political path of the majority at the leadership This cannot be done even by means of a “more coactive negotiation” with the centerleft, or a bigger pressure of the movement on the centerleft -as it is desired by the ruling groups of other “critic” motions (“Ernesto” and “Erre”). No. The facts show that the Center of the “Unione” does not listen to the reasons of the workers, because of the simple fact that it represents their enemies. But only the rupture with the Center of the "Unione" by the workers, their organizations, their political and social representations, can open the path to a new project, a program of anti-capitalist alternative.

Kick out Berlusconi, for an anti capitalist alternative

The PRC must present a proposal for the re launch and unification of the struggle and the mobilizations around a platform of general struggle. Towards a strength trial against Berlusconi’s government and the ruling classes of the country (...). It is necessary to put on the table the nationalization of the bank and the industry in crisis, without any compensation and under workers’ control (...), restitute to the workers and the people a decisive tool for the reorganization of the society and the economy, on the basis of the needs, not the profits; to unite in the struggle against the capitalist and the bankers the most vast social and alternative bloc of workers, consumers, small savings owners, all those interested in putting an end to the daily arrogance of the bosses and the old and new usurers.

At the same time, this program of mobilizations raises the relevance of an alternative to the system. The bank scandals, the social and moral crisis of the ruling classes of the country and their parties raises the question of the alternative of class in a clearer and more direct way.

It is necessary to develop a real campaign on the broke of the ruling class of the country and, therefore, demand its expulsion as a necessary condition for the authentic social refoundation of Italy. Only a workers’ government based on its own strength can give a real and progressive solution to the Italian crisis. To build among the workers, the movements of struggle, among the youth, the consciousness that the socialist alternative is the only alternative, to drive towards this project all the immediate claims of the struggle, to present the need for an alternative to the system, not in ideological or abstract terms but linked to the daily scandals of the bourgeois society and the concrete experience of the masses, with an accessible and popular language; these are the general tasks of the communists. And of its opposition to any government of the Italian bourgeoisie, an inalienable opposition for the PRC and, in any case, for Progetto Comunista, consistent with its motion at the Congress.
